Add Interlingua (ia) to shipped-locales for Firefox 59
59 bytes, text/x-review-board-request
Interlingua (ia) has been keeping up with translations for several cycles, and testing didn't show any particular issue. They're ready to move to Beta and Release with 60.
Wrote 60, meant 59.
