As seen in bug 1425688, I broke the certificate manager by causing something that was redeclaring a constant. This wasn't picked up until it was in nightly builds. It looks like a lot of the dialogs in security/manager/pki/resources/content don't have tests. There's a few in security/manager/ssl/tests/mochitest/browser but they don't seem to cover enough.
