Currently, the Flash plugin permission is not supported in the Site Identity panel.

It can be seen in the older Context Menu -> Page Info -> Permissions.

This permission has 4 states:

- Always Ask  
  i.e., click-to-play plugins, the current global default
  (this is "Ask to Activate" in about:addons:#plugins)

- Allow       
  i.e., always allow, can be set as default in about:addons#plugins

- Hide
  achieved by choosing Don't Allow + Remember this decision in the doorhanger.
  This still allows the user to change their decision at a later time by
  clicking again in the gray plugin icon in the URL bar

- Block
  can't be achieved through the doorhanger, but can be set in the Page Info
  dialog. With this setting, the plugin icon in the URL bar doesn't even show up.


Note: The gray/blue plugin icon that shows in the URL bar is different than the permission granted, and should not be confused or removed with this work. That icon represents that actual state of Flash in the currently loaded page: gray for inactive, blue for active.

Hi Prathiksha, all the Flash plugin UI has been unified with this icon: chrome://mozapps/skin/plugins/plugin.svg

My patch on Bug 1192927 supports Flash permission in the Site Identity panel.
