Expected results:
There should be a path to migrate data from one Android mobile device to another that does not require Sync. Firefox itself should have an "export all data and settings to a file" option that I can then copy to my new device, which will similarly have the import.

Bug 1396929 goes in a similar direction, but only for development/debugging, i.e. no import and possibly only for local builds or Nightly at most.

This is very difficult to do in practice, because versions of Firefox can't always be up/downgraded exactly. See also tickets like https://bugzilla.mozilla.org/show_bug.cgi?id=775104.

We could check compatibility.ini and show a warning when detecting an attempted downgrade.
