142827 - Pref for Plain text display to ignore window width for wrapping long lines doesn't work

Using branch build 20020506 on winxp and linux the Preference for Mail Message
Display|Wrap text to fit window width is not working correctly when unchecked.
I have looked for this specific bug but can't find it.  In 4.79 when this is
unchecked, a plain text message with a long line (no carriage returns) will
display providing a scroll bar at the bottom of the message to allow lines to
wrap at the setting designated when the message was sent.  

1. Set your Preference for sending plain text messages to wrap at 150 characters
(this optionis listed under Compostion).  Set your Preference for Displaying
Plain text messages to ignore Window Width (uncheck this optin under Message
Dislay).
2. Launch app, set your Account setting to compose in plain text.
3. Compose a message to yourself, typing text in the body without using carriage
returns (don't use <Return> or <Enter> keys), keep typing words with spaces
until it wraps at 150.  Type several lines, at the left margin of each line you
may want to type "word wrap" so you know where 150 is without counting
characters.  Send the message.
4. Get that message.  Narrow the message display window to less than 150 characters.

Expected: If the window width is less than 150 characters, you should see a
scroll bar at the bottom of the message pane to allow you to scroll to the end
of each line and you should see "word wrap" at the left margin of each line. 

Result: The message body is wrapping to fit the window even though the pref is
unchecked.
