Once every few years the Bugzilla-ETL [1][2] is upgraded; and now it is time for another round1
May I get a copy of the Bugzilla database? I understand there is a scrubbed version that can be had. What are the security procedures for handling this database?

I have been disconnected from this process for quite some time. Needinfo'ing dylan as he would be more familiar with what the new process is.
