Even if users are not signed in, the translation interface suggests to _Type translation and press Enter to save_.

Moreover, the textarea is actionable, receives focus and the cursor starts blinking, making users think they can type something — until they do and see nothing happens.

In my experience the eyes' focus goes straight to the textarea (also out of habit), so the _Sign in to translate._ banner at the bottom can easily go unnoticed. Nevertheless the messaging is inconsistent.
In order to solve these inconsistencies, I believe some changes to the textarea would suffice:

* Make the textarea readonly, and disable `focus` events entirely.
* Remove the placeholder text as it's misleading, and the banner below already indicates what to do next.
* Style the textarea a bit differently (grayed out) to indicate an uncommon status.

I noticed that the current version of Pontoon has the textarea as read only before login, but are the other changes (styling and removal of placeholder text) still desired?
