Please add project:releng:balrog:server:beta to mozilla-beta?

If this ends up added to all of moz-tree level3, scriptworker will prevent its usage outside of m-b, so it's not the worst thing in the world.

This is blocking devedition 59.0b1.
I added it to moz-tree:level:3:* so it's available to all level 3 trust domains.
