When typing in the address bar we have a feature called "Switch to Tab" which will offer the user the option to switch to an already open tab if one exists with that same address. There are valid cases where people would want multiple tabs or windows that have loaded the same page. I don't think we will want to warn the user here, since having multiple windows or tabs is not necessarily problematic.
