Steps to reproduce:
Firefox Nightly 59.0a1 (64-bit) on Windows 7 (64-bit) has an update available, as determined either by the regular check for updates or by help -> About Nightly.
Actual results:
This started on the morning of 13-Jan-2018.
I use the Hamburger Menu -> Restart Firefox (automatic internal updater discovered and downloaded the update) or I click on Restart Now (when Help -> About Nightly discovered the update). Firefox shuts down, some activity flashes on the screen, and the Firefox starts up.
However, after the restart the Hamburger Menu shows that a restart is needed, so I end up clicking on Hamburger Menu -> Restart Firefox to update Firefox A SECOND TIME.
Expected results:
Through the night of 12-Jan-2018, only a single restart was needed.

I just updated this morning (European time) on win 7 and had to restart only once.
