The issue being reported here is that turning off telemetry and shield studies in the Preferences UI doesnt in fact disable these things entirely, and Firefox is still reporting some data back to the server. 

My understanding is that we have a master pref, and these other prefs in Comment #0 and comment #1 are for more granular control over what data to send /if/ we are sending any data at all. The linked article suggests this is not true, and these other prefs must be cleared in about:config before all network traffic is stopped. 

I don't know either Telemetry or experiments/shield studies well enough to confirm this for the reporter though. :frank, can you comment?

It's hard to confirm what the correct pieces are from this article. From what I see:

Steps to Reproduce: Unselect "Allow Firefox to send technical and interaction data to Mozilla"

Expected Results: No data sent to Mozilla servers

Actual Results: Some data found to be sent to Mozilla servers; telemetry preferences still set. It's not clear what data is being sent, since the encrypted packets were just inspected using Wireshark.

I think we need to reproduce this on release. Note that their version is the non-US version, which does not have the preference for disabling studies. We do send the deletion ping after disabling telemetry; in addition there might be other connections with e.g. the update servers.

Questions that remain:
- For non-US, does disabling telemetry disable studies?
- What data is sent after disabling telemetry?
- What server interactions occur after disabling telemetry?

For my I'm not knowledgeable person somebody don't trust "Mozilla Team".Made effort to separates the area to sniff Firefox. This is something for my personality unbelievable.People lost trust.How dare you "Mozilla TEAM" do this ???

if you have been written .Stop use telemetry at Firefox this should he as Holy word.Mozilla team do you know what means 
honour or reputation if you don't know write here.What this people in Poland think .I have to be careful my browser Firefox make strange connection without my knowledge even I'm not allow to do this.

I investigated a similar report in bug 1424781, comment 11.

We need to separate here between:
1) Firefox data collection, like Telemetry.
2) Firefox service integration, like captive portal detection, Activity Stream, etc.

For 1) we promise to not send any data collection after disabling "Allow Firefox to send technical and interaction data to Mozilla" in the preferences.

That will however not stop all network traffic. A modern browser needs service integrations like the ones in 2), which are communicating with different Mozilla endpoints.

In bug 1424781 i dug into the outgoing traffic and i found no evidence of Firefox not respecting the data collection preference.
Are there specific problems here to investigate?

I'll also call out that sending of Telemetry data after disabling the central preference would be a serious bug for us.
I'd like to understand the problem better here.

This looks like a duplicate of bug 1424781 with the information given so far.

If there are more specific concerns please bring them up and we'll definitely investigate them.
