download manager always opens for every file download instead of individual
download windows
I was last using build 2002042808 and I think the behaviour has changed since this.


Reproducible: Always
Steps to Reproduce:
1. go to url http://www.sun.com.au/2002-0226/anniversary/#music, click "save
target as" 
2. start the download


Actual Results:  download manager opens

Expected Results:  either download manager or individual download windows should
open depending on a user preference. you should be able to swap between the two
ways of viewing downloads, while downloads are occuring, seamlessly.

This bug http://bugzilla.mozilla.org/show_bug.cgi?id=143122 also suggests it
should be preference
