Is this specific to 59? I'm looking at 57 and even there the bookmark popup icon styling and spacing appears to be different from the hamburger menu.

Hmm, in other way it will be inconsistent with bookmark folder menu style with Bookmark Toolbar enabled. What's more, now, users see more bookmarks per better space and spacing utilization. I like it in end. So overall I'm marking this as WORKSFORME.
