14316 - only one identity showing up in compose

hit new message, and you only can send from your first identity.

I've got the fix, and I'm checking it in.  this is just to let alecf and
ducarroz know about the bug (in case they have duplicates of it) and to let them
know the fix:

Fixed using Build 1999092409M11 on Win32/NT4, Linux/Redhat 5.0
Mac: Can't verify until bug# 14146 if fixed (I have a profile with 2 pop and 2
news accounts. I would like to add an new IMAP account but unable on the Mac)
