User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.12; rv:57.0) Gecko/20100101 Firefox/57.0 Build ID: 20171226083017 Steps to reproduce: System: Macbook Pro, MacOS 10.12.6, Firefox 57.0.3 Steps: 1. Open more than one window in Firefox and put at least one of those windows in Fullscreen mode via the mac fullscreen button 2. Try to open a link from an email client or another app and want it to be opened in a new tab with the front most window Actual results: The new tab will not upon in the expected front most window. Expected results: The new tab should open in the front most window.

This is reproducible on OSX 10.13 with latest nightly but mine seems little different. When a link from other app is clicked it opens with the non-fullscreen windows of Firefox. But if there is only a full-screen mode Firefox, then it opens with it. It seems like it tries to open with a non-full screen mode Firefox first.
