I had just upgraded Thunderbird from 59.0a1 to 60.0a1 and it wouldn't start because of an unknown entity. I could reproduce this in Firefox (Nightly) also:

1. Download/install/run Firefox 59
2. Add a langua gepack, for instance the Dutch one from https://addons.mozilla.org/en-US/firefox/language-tools/
3. Switch to the newly installed locale by setting the string pref intl.locale.requested to nl
4. Restart Firefox and upgrade to Firefox 60 (.0a1?).

Expected result:
Firefox should start with the incompatible language pack disabled and switch back to the original language pack (en-US) it is intalled with.

Actual results:
Firefox starts with the incompatible language pack disabled, but still tries to load it and it fails because it is missing entities.

#2 shouldn't be possible, given that AMO only carries language packs for release (58). Trying to reproduce locally.

I can't reproduce.

1) Installed 59 in English from here
http://archive.mozilla.org/pub/firefox/nightly/latest-mozilla-central/firefox-59.0a1.en-US.linux-x86_64.tar.bz2

59.0a1 (2018-01-22) (64 bit)

2) Disconnected from Internet to prevent updates. Created a new profile, installed language pack previously downloaded from here
http://archive.mozilla.org/pub/firefox/nightly/latest-mozilla-central-l10n/linux-x86_64/xpi/firefox-59.0a1.it.langpack.xpi

3) Created new string preference intl.locale.requested set to it, restarted the browser. It's correctly localized in Italian.

4) Enabled Internet, searched for updates. Browser is updated to 60 and the language pack correctly disabled.

Sorry, I can't try this at the moment, but I think the problem might be related to having a master password set. I recall that the master password prompt is sometimes (?) not in the requested locale, so this problem might be related to that.

I tried setting up a master password, but it doesn't change anything.

Please reopen if you manage to identify steps to replicate, as said I couldn't, even with a master password set.
