I believe this bug was originally filed for pinning-to-highlights, but that requires some additional backend changes to store and handle pinned highlights.

So morphing this bug (and apparently was marked duplicate of bug 1436862 anyway) to be pinning a page to top sites instead of highlights. A separate bug will track highlight pinning.

Amy was going to update the designs from Highlights to Top Sites, but found that Aaron already started designing this:

It currently shows a submenu for "Pin to Firefox Home" with "Pin as Top Site" and "Pin as Highlight" options.

uifeedback: Implement this with no submenu for now, so just directly "Pin as Top Site" where that action creates a new pinned top site in the first position with no special title handling. I.e., treat it like the user clicked from Activity Stream: "Add Top Site" and entered only the url of the current page.
