Details
Steps to reproduce:
- Open setting in Firefox iOS
- Lock phone
- Send tab to phone
- Tap on notification to open the tab
Expected result
- Tab is opened and visible
Actual result
- Tab is behind Settings which are still open
- Need to close settings to get to the received tab

Most users are likely not in Settings while waiting to receive a tab they're sending to themselves. I believe we had this the other way around in the past and changed to the current behavior.
