There are files in branding official: https://hg.mozilla.org/l10n-central/hi-IN/file/f844a1bac284/branding/official/brand.properties https://hg.mozilla.org/l10n-central/hi-IN/file/f844a1bac284/branding/official/brand.dtd that do have translated versions of the Firefox name, and files in browser/branding/official: https://hg.mozilla.org/l10n-central/hi-IN/file/f844a1bac284/browser/branding/official/brand.dtd https://hg.mozilla.org/l10n-central/hi-IN/file/f844a1bac284/browser/branding/official/brand.properties That don't. I don't know which is intended to be shipped, but the latter is what's actually used by the build system.
There's a larger discussion going on about branding a) We're going to migrate those values to a new format (bug 1424683), and thinking about resetting the value as we move strings. b) We're starting a discussion with branding and legal to allow for some space in localization, especially when it comes to declination. In the meantime, brand names should indeed be left in English.
Oh wait, I completely missed that the first link was out of browser. Those files are obsolete and unused, they should just not be there (they're also not exposed to Pontoon for that reason). Removed in https://hg.mozilla.org/l10n-central/hi-IN/rev/7ff3c60fe3b9cb89f1a8bb5730e9ef6120b70a89
