As seen in bug 1415467 comment 12 and onwards, using a tab update listener appears to be quite expensive and causes regressions in "tp5o responsiveness opt e10s" on Talos (as best as I can tell).
This needs investigating & fixing on the WebExtensions side, or an alternative implementation where we can get just the data we need.
Separating this out from bug 1415467 so that it can be tracked separately as it is currently blocking us from moving part of that system add-on to a WebExtension. This is highly likely to affect Firefox uses using WebExtensions that use this API as well.
