Newly registered user reported a problem with the account confirmation email not being delivered, not even after filing the resend form. He has checked his mailserver logs and there was no sign of any incoming message from us. Seems like some emails are not being sent at all. My first report in the moderators forum is here https://support.mozilla.org/forums/forum-moderators/712881. I haven't tried to reproduce by creating a new account, but I can "confirm" there really is some issue, because I haven't got email notification about the answer from Vesper in the moderators forum thread.
User (https://support.mozilla.org/user/v6ak) registered 26.01.18 ~14:45 UTC+01. This is the question asked https://support.mozilla.org/questions/1201866. Me trying to resend him the confirmation and password reset emails 29.01.2018 ~8:30 UTC+01. Vesper posting a reply I was not notified about 29.01.2018 ~13:15 UTC+01.
Thank you for reporting with :mstanke. Yesterday we switch our email sending provider to AWS SES, in preparations for the complete AWS move of SUMO. We are sending emails (at lots of them): AWS reports about 5k emails the last 24 hours. There are some bounces reported too, so I trust you that you and the user didn't receive your emails. Together we :mstanke we verified that he gets emails on thread replies and for private messages. I also registered a new user and got an email. We don't have full operational visibility atm -something that will change when the AWS move completes- so I cannot debug further but this appears to be working. I'll discuss with the team about increasing the Max Send Emails per Second which may have caused the hiccup. ni? myself to update here.

I filed issue https://github.com/mozilla/kitsune/issues/3038 to confirm that limits are alright among with other email sending improvements. I'll mark this as duplicate of 1204515. Again thanks for your help :mstanke
