[PulseGuardian] "My RabbitMQ Accounts" shows unowned accounts as directly belonging to admins

# STR: 1. Log into Pulse Guardian as an admin 2. Visit https://pulseguardian.mozilla.org/profile ("My Pulse Users") 3. Look for any users you don't recognise # Expected: No confusing users that appear to be under my ownership, but that I've never seen before. # Actual: I see `wptsync-upstream-test` and `wptsync-downstream-test` displaying as: `Owners: emorley@SNIP.com` I'm presuming this is because the user had all of its owners removed (should that even be allowed?) and the UI is filling in my admin email in place of a blank owners field. Displaying unowned users to admins is probably a good idea, but it would be less confusing if they displayed as "unowned" instead. In addition, I wonder if these unowned users were instead meant to be deleted - and perhaps the users weren't able to? (Are non-admins able to delete their own pulse users?)
