143450 - Change type of button in message compose toolbar button

When speaking about the toolbar button in the message compose window, marlon said:

"Actually you've implemented the wrong button.  it should be not be a menu
combo button (like the [Print] combo button for example), just a menu button
(for example the Mail [File] menu button).  That is why I have included the
black arrow in the icon."

This bug is to track changing the button to the correct type.

This might involve multiple things:

- change the button type
- make sure icons show an arrow
- make sure button still works as expected
- make sure help and tooltip texts describe correctly the new behaviour
