"View Certificates" button in options is incorrectly placed

Steps to reproduce:
Open the options->security dialog
Actual results:
The buttons to "view certificates" or "security devices" are right-aligned on the same line as the "Query OCSP" checkbox.
Expected results:
These buttons are not associated with OCSP stapling and should be on their own line (perhaps as links instead of buttons).
Everywhere else in the Firefox UI, a right-aligned button on the same line as a left-aligned checkbox means "further configure this feature" (see screenshot). As such, I experienced a cognitive difficulty in locating the "view certificates" button as rationally I expected this button to pertain to OCSP stapling. It was only after failing to find any other option that would allow me to do manage Firefox's certificates that I attempted to click this button.
Firefox's UI should follow a consistent model that enables user to anticipate the behavior of the browser when a button is interacted with. Inconsistencies like these hinder users from effectively using the browser and negatively affect both the user experience and the native fit/polish of the browser.
