1435488 - Add option to create bookmark folder shortcut.

Reason- If all bookmarks are organized in folders and sub folders.Some sub folder may belong to two parent-level folder.
If it's kept in one folder,it may cause inaccessibility and 
if copied then,when bookmarks are updated in one(delete,add and in both folders separately) it will cause duplicates and 2 different folder with different bookmarks.

The feature exists already, but for now we don't plan to expose it since it has some downsides and would need work we can't resource to fix those.
