this is one in the same.  it's a matter of using rdf template's / rules
correctly.

New Folder dialog should just show non-nntp servers / folder, and simple
Subscribe should just show nntp servers

eventually, the simple subscribe will be going away.  but until then, its for
news only.

the reason I fixed this bug now, is I'm working on #14254 and cleaning up house
as I work on that bug.

All platforms for "New Folder" dialog just show non-nntp servers/folders,
