[Steps to reproduce]:
1. Launch firefox with new profile, change the pref  security.mixed_content.block_active_content = false.
2. Access the attached file, there are two iframes on the page.
3. Click on left iframe "See details" button, then click on "ignore the risk" link
4. Click on right iframe "See details" button, then click on "ignore the risk" link

[Expected result]:
- Step 3 - User should found in the banner of the top a red bar with two buttons: "Get me out of here!" and "This isn't a deceptive site..." .
- Step 4 - User should found in the banner of the top a red bar with one button: "Get me out of here!".

[Actual result]:
- Step 3 - The red bar doesn't appear on top 
- Step 4 - The red bar doesn't appear on top 

[Regression range]:
- I don't know if this is a regression, but I will try to find as soon as possible.

[Note]:
- The issue is NOT reproducible on 58.0.1 (2018.01.28) Win 8.1 x64.
This bug has been around since the beginning and will be fixed by bug 1195242.
