Steps to reproduce:
58.0.1
Samsung Galaxy Note 8 (SM-N950F)
1. Open any long page, like https://www.mozilla.org, for example
2. Do inertial scroll down
Actual results:
Plays scroll end animation (wave) at bottom and right edges of the screen, even when not reached the end of page.
Expected results:
Scrolling without wave animation until the end of the page is reached.
