Steps to reproduce:

1. Go to org.mozilla.firefox_58.0.2-2015539876_minAPI21(arm64-v8a)(nodpi)_apkmirror.com.apk
2. Then a pop-up will ask you to "Complete action using" 
3. It will preset a list of apps through which you can download such as a download manager( I use a download manager that is https://play.google.com/store/apps/details?id=com.dv.adm&hl=en)
4. then Firefox will immediately start the download in the background without caring if i want to download the file using firefox or a download manager thereby wasting the precious mobile data.


Actual results:

Here is the problem, if it is asking to download using a compatible app such as a download manager then why Firefox itself is starting downloading the file without even asking and it doesn't even show any interface through which I can at least cancel the download but there isn't one, I have to disconnect from the internet then the download will stop with an error that 'source file could not be read.'


Expected results:

Firefox shouldn't just let the file download in the background if it is asking to download it though a download manager it wastes the precious mobile data by downloading the file in the background and that too without even asking. It should just pass the download link to the compatible download manager ( like I said I use a separate download manager to download files) and not download the file in the background.
