Support for the paint-order property on HTML text (in addition to the existing support in SVG) landed in bug 1426146 and was preffed on by default in bug 1435684, targeting Firefox 60. Once this has baked for a few releases (assuming all goes well), we should remove the pref and let this just be a standard part of the platform. (See also https://github.com/w3c/fxtf-drafts/issues/107 for standardization progress.)
