clicking File->New no longer opens a new navigator window. This was the default
action untill recently. I used this a lot, and find clicking
File->New->Navigator fiddly

Reproducible: Always
Steps to Reproduce:
1.click File->New
2.
3.

Actual Results:  nothing happens

Expected Results:  new navigator window

sorry if this is a dupe, I looked. I am guessing that this change is by design,
but I hate it.
