Attachment: Bug 1438332 - Change RCWN test to expect the to account for very fast code execution

The test would set a timer for 200ms then expect to be called back more than 200ms later (as in 201ms or more)
This change makes sure that we don't fail if the callback comes back exactly 200ms later.

Based on when these failures started, and the fact that they seem to only occur sometimes, I think it's connected with bug 1193394.
I suspect it will start failing again when that bug finally sticks.
