See if we can build sccache with the same rust toolchain we use for Firefox.

Update sccache build description to use the latest stable
rust toolchain. We didn't upgrade earlier because of problems
on Windows.

Note that we can't just depend on the stable rust toolchain
alias, because the toolchain deps are resolved in a single
pass. Instead, we use the current stable version explicitly.

Well, it's green on try. Should we expect a difference cache hit rate? I see e.g. 280 misses vs 4 on a contemporary autoland branch for linux64/opt, and 745 misses vs 26 for win64/opt. We just bumped the toolchain, so it's possible try doesn't have as warm a cache as the autoland branch.
