Currently these results are presented as normal entries, and this confuses users in some ways:
1. may think we visited these pages in background
2. may think these are advertisement
3. after clearing history, the user may think we didn't really because these still appear
4. sites in foreign and unknown languages may look like malware

We need to find way to present top sites that can reduce some of these issues, for example providing a very small list of broadly known sites for each locale could help with 4.

preloaded top sites is still a disabled feature, to be re-evaluated in the future.
