Steps to reproduce:

Environment:
- laptop DELL XPS 13 
- Windows 10
- screen touch resolution 3200x1800
- Firefox 58.0.2 (64 bit)
- I don't have extensions
- Use the default theme
- plugin: - codec video H.264 of Cisco ver. 1.7.1 adjourned on February 12 (always active)
             - Module Widwine of Google ver. 1.4.8.1008 up-to-date as above (always active)
             - Shockwave Flash 28.0.0.137 adjourned  on February 10 (you ask before activating)



Actual results:

When the mouse is above a flash component the scroll with the small wheel not work correctly
works instead if the mouse is on the right scroll bar or on a not flash component

if u push cast&crew button and then a person of the cast u can see a screen as my attach#1; it works on the panel of the biography because the control is of the application

Expected results:

wheel scrolling should work even if the mouse is positioned on a flash component, as happens on the whole other browsers

mouse whell work on the scroll bar and on the white vertical strip to the right of the flash application, doesn't work on the application

I've read all the bugs on the malfunction of the wheel and it doesn't seem me that is resolved, considering that it doesn't work yet.
The solution is always to postpone to a duplicated bug, or that it is a problem of the plugin of Adobe, or that it is a wanted thing considering that the problem is small or other ... to not work for resolve.
However this night I will sleep well even if the problem is not resolved and there is always Chrome, Explorer, Edge, Safari, Opera..... where the problem doesn't exist
