At this point we are no longer aware of any reasons someone should need to lower their sandbox level -- for debugging we generally have folks use the environment variables to totally disable the sandbox since the levels only affect filesystem access. Not sure what should become of the telemetry; sticking with "3" for "enabled" and "0" for "disabled" might be simplest. Going forward if there are things we want to add/remove we can use specific prefs to govern them until they become the defaults (as we're doing for audio remoting)
