1440428 - Remove Proguard JAR from configure, moz.build, and toolchain tasks

There's no need for a Proguard JAR separate from Gradle after --without-gradle is removed.  This tracks getting rid of https://bugzilla.mozilla.org/show_bug.cgi?id=1352599 and its tendrils entirely.
