In debug builds the Browser Toolbox can take a long time to start up. From https://bugzilla.mozilla.org/show_bug.cgi?id=1440670#c4:

Another thing we could is implement some kind of loading UI with a spinner and a toggleable view of the diagnostic log, so it feels less broken during super long startups.

Not sure, I'd call this P1?  It seems like a nice to have.

Didn't mean to set that - I created it as a clone of Bug 1440670 so it must have copied over the priority
