When dragging existing bookmarks to a new location in the personal toolbar
bookmarks menu the bookmark does not appear where the line was.  This is RC2
though I'm not sure how long this has been occuring.

Reproducible: Always
Steps to Reproduce:
1.open bookmarks in personal toolbar
2.click on an existing bookmark to drag it
3.place the line in a new location

Actual Results:  Mozilla incorrecly places the bookmark.

Expected Results:  Mozilla should place the bookmark where the line is while
dragging.
