Regression: File->New Container Tab opens a tab in default container instead of choosen container when no other windows are open

Steps to reproduce:
1. Use Firefox on Mac.
2. Close all Firefox Windows, but don't shut down Firefox
3. Click File->New Container Tab->Personal
Actual result:
A new window is open with a tab in the default Container
Expected result:
A new window is open wiht a tab in the Personal Container
Per Jonathan, he previously tested this behavior and it worked as expected, hence marking this as a regression. We should add a test for this.

This sounds like it's working how expected. When you say you close all Firefox windows but don't shut it down, how are you creating a new window?
