The dialog displays only "default" modifier keys (Alt, Control, Shift) (in a menu), so the user can't use custom keys (meta, super, hyper etc) which are often mapped to "windows", "menu" and such keys, otherwise redundant. The list should either include them, or allow to add custom "mod" keys. That's pretty important to leave more assignable keys in that menu, since the mouse-controllable options list will soon surely be growing significantly.
