Steps to reproduce:

Enable WebRender in Nightly 60.0a1 (2018-03-02) (64-bit). 
GPU: Intel HD 520. 
Intel graphics driver: 15.65.4.4944. 


Actual results:

WebRender hangs at startup. Firefox shows a permanent white screen at startup, as if the shader compilation can't finish.
