[Steps to reproduce]:
1. Open the browser with a new profile.
2. Click the Top Sites section context menu.
3. Click the "Collapse Section" option and observe the behavior.

[Expected results]:
- The section is animated as it collapses.

[Actual results]:
- The section disappears.

[Notes]:
- The issue is also reproducible with the "Recommended by Pocked" and "Highlights" sections.
- Attached a screen recording of the issue.

Confirmed, this looks like it's currently also a bug for AS with DS turned off.

I don't think this is a hug priority.

Tested on FF 68.0 on MacOS 10.14.5

It's animated there. I'd prefer to kill the animation, because animation tends to give me migraines and nausea. I can't check the animated gif, or test with a new profile, because of that. Furthermore, some of the icons include a magnifying glass which zooms on mouseover.

Note that I have toolkit.cosmeticAnimations.enabled false, but that doesn't block this cosmetic animation.

The collapsible sections of the NTP have been removed (89+), as far as I can tell and AFAIK there is no way to re-enable, hence making this issue an invalid one at this time. Please reopen if the functionality here is misunderstood.
