STR1:
1. Ctrl + Shift + click a link to open in new active tab.
2. Note the cursor remains a link "pointer" until page loads.

STR2:
3. Open sidebar.
4. Ctrl + Shift + click a link to open in new active tab.
5. Move cursor over sidebar splitter and back to page contents before it loads.
6. Note the cursor remains a splitter "col-resize" until page loads.

Expected:

Cursor icon should be "default" over the browser content before page loads like with e10s disabled.

Actual:

Cursor icon is not updated over the browser content until page loads.
