HTC 10 (Android 8.0)
Huawei Honor 5X (Android 5.1.1)

Build: Nightly 60.0a1 (2018-03-07);

Steps to reproduce:
1. Set Nightly as the default browser.
2. From Gmail, open a link to http://popuptest.com/popuptest1.html
3. Wait for the pop-up display doorhanger.

Expected result:
The popup blocker doorhanger is displayed.

Actual result:
The popup blocker doorhanger is not displayed. 
*No pop-ups are opened either.

Hi, verified with Samsung Galaxy S8+ (Android 8.0.0) on Firefox Release 68.3.0, Firefox Beta 68.4b1 and Firefox Nightly 68.4a1 (2019-12-11).

Notes:

1. On Firefox Release 68.3.0 there is no popup blocker doorhanger displayed and no pop up are opened.
2. On Firefox Beta 68.4b1 - the pop up doorhanger is displayed but the pop ups are opened in browser the same outcome is present on Firefox Nightly 68.4a1(2019-12-11)
3. On Firefox Preview 2.3.0 (Build 13031728) and Gecko View 70.0-20191014032640 - the popup blocker doorhanger is displayed and in background the browser is opened. After showing all of them, even though it can be seen that it updates the number of tabs opened after the last show there are no more tabs opened.
4. On Firefox Preview Beta 3.0.0-beta 3 (Build #13392157) and Gecko View 71.0-20191125115111 - the popup blocker doorhanger is displayed and the first allowed pop up open in custom tab, with a device's back button the user goes back to the pop up dialog box.
5. On Firefox Preview Nightly 191211 (Build #13450608) and Gecko View 72.0a1-20191202091209 - the popup blocker doorhanger is displayed and only one of the first allowed popup's is displayed.
