We want to do a antenna -prod deploy today tagged v10.

It consists of the following:

(current tag: v9 - 9705cc7b)
c957747e      fixes bug 1436176 - update localstack image 
0729add8      Add report bug link to README 
5187ec93      fix bug 1444939 - nix new relic 
(next tag: v10 - 5187ec93)

Before deploy:

* update any infrastructure bits that need to be updated to remove New Relic

This is waiting on an infra PR: https://github.com/mozilla-services/cloudops-deployment/pull/1713

That needs to get approved by Brian but he's out for the week undergoing training.

We had to wait so long for v10 to go to -prod that I made another change and tagged v11.

v11 just deployed to stage and I verified the change.

So the thing to deploy is now this:
