In order to deal with flaky sitedata tests and to be able to add more new tests, I'd like to split them up more granularly. The first step would be to move them into their own subdirectory in browser/components/preferences/tests.

Should work now, at least it doesn't say "This review is private" anymore when I hover it. Pretty weird...
