Steps to reproduce:
Ongoing issues after routine 59.0 64 bit update
Actual results:
For certain websites as I hover over elements on the page other frames, text and graphics on the page randomly appear and disappear. This started immediately after update to 59.0 Win 64 bit. Some of my standard pages I have open all the time like Google Voice are fine but others I have open all the time like AT&T webmail page and Nextdoor community page are very problematic. Attached is a screenshot after I open Nextdoor homepage. As seen many screen/page elements are not visible but if I hover around the page with the mouse they randomly appear and disappear.
Expected results:
Page elements should be stable and consistent
