RFE: Add option to "never download" a plugin

Details
I have chosen to not install the Flash plugin on my system. Every time I access
a web page that uses Flash, I am asked to either download, or cancel, the
plugin. It would be nice if Mozilla gave me the option to "download, don't
download now, never download" so that I can choose to not be annoyed by
something I consider to be a waste of space.
Please always include build ID in bug-reports (and OS)
