I'm using the Windows Classic theme with no Aero enabled, so that may be a factor. I was able to replicate with no other applications running, the latest video drivers, and a fresh install of Firefox. There is only one extension installed in Firefox and that is Kaspersky's, but I disabled the extension and completely exited from Kaspersky Internet Security completely, and the render issues still appear.

It seems to disable ClearType
Could you test with ClearType enabled.
Flags: needinfo?(ehumphries)
Confirmed that ClearType is the culprit. When ClearType is toggled on, pages display correctly, and when ClearType is toggled off everything goes haywire. I don't even need to quit Firefox or reload tabs to see the rendering go haywire after toggling the ClearType checkbox.
